Why isn't Google Play Store Working?

The Google Play Store won't update, or download any apps. I have tried everything to try to fix this problem from, turning it off then turning it back on, taking the battery out, and factory resetting it,But nothing is working. Can this problem be fixed besides having to clear the coach, cookies, and data? Because I'm scared that's going mess my phone up.

Welcome to Android Central! Clearing Google Play Store's app cache and data will not cause any problems, because all of your important Play Store data is saved in your Google cloud account, and will sync right back. I would also clear the app cache/data for Download Manager.

Also, does this happen on both wi-fi and mobile data?
