Why isn't my battery charging?

The battery is not charging

Plugged it in (as usual) but it continues to "drain" and is not charging.

Try a battery pull (if removable) then try another outlet. If those fail, look at charger or battery.

My phone does this sometimes, restarting it / removing the battery usually does the trick

If the phone is using more current than it's designed to draw to charge the battery, there's no current going to charge the battery, the battery is just discharging slower (basic electricity). Turn the phone off and charge it. Or find the app that's using all the power and kill or disable (if you don't use it) it.
