Why isn't my google user syncing with google play games?

I have games where I saved my progress on the cloud, and since then I have deleted those games from my device and istalled them again. But now google play games is for some reason not registering that I already have a google user and wont let me log in. And also: in the settings under users, google play games doesn't exist under synchronising? How do I log in google play games when I already have a user?
