Why isn't my Nexus 4 is booting?

My nexus 4 is not booting

Last few days the battery performance was bad. The memory was going low and gallery app was not working properly.. Like only audio being rendered without video. I tried with clean up. From yesterday battery seems to be not getting charged and the phone dead.

I guess it could be complete battery failure. In a way, that's good if true, because the fix is relatively straightforward and cheap.
