Why isn't my Samsung S3 neo not supported OTG-USB? Please tell me a solution

Unfortunately the S3 Neo doesn't support OTG natively because it's just not loaded into Samsung's original software. The only way to get that to work would be to root and install a ROM made for the S3 Neo that does have OTG support built in. Whether such a thing exists or not, unfortunately, I couldn't tell you.

SpookDroid gave you a solution - find out if there's a ROM that supports OTG in the Neo and, if there is, install it. (It also requires the right hardware, so there may just be no way to do OTG on the Neo. I haven't seen any ROMs for the Neo that do support OTG.)
