Why isn't my SD card working?

I have a Samsung galaxy s4 and for some reason despite me having an empty SD card my phone says that my storage is running out.

Because you aren't saving anything onto SD card. And apps downloaded are installed to internal memory. Move all your pictures, videos and music to SD card.
