Why isnt picture in picture working on andriod p?

I can see that all the apps that support pip have permission but it doesn't work on any of them now that I upgraded to andriod p.

Open YouTube. Watch a video. While it's running, tap the Home button. It should show your browser, with the video paying in the lower right corner in PIP. My Pixel 2, running Pie, does. (Not all apps do.)

PIP is working on my pixel 2 xl phone. But I thought you had to have YouTube Red for that to work? I don't have YouTube Red but yet it's working for me.
