Why no picture in picture on the pixel C?

I've read PIP is coming with Android N but only on Android TV? surely this is a feature that would be heavily used on a tablet?

Samsung has had it for years and even recent iPads have it.

OK I have a couple of 70" TVs and I very rarely even use this function so why is it needed for a tablet.

This is used often on my iPad pro...it's needed because sometimes you wanna surf the Web and chat while your netflix or hulu tv show is running...many ipad pro users love this feature...very convenient
 
???? But that to me is not picture in picture function. That is running in multiple windows which is part of Android N if you add split screen.

No, pip is different. Split screen occupies two halves of the screen...pip runs on top of full screen apps....even two split screen apps.

Yeah recently Netflix and Sky Go here in the UK have updated their apps to use this feature on iPads, it's not essential but something I think should be on the Pixel C and I see no reason whatsoever that it isn't?

I'm looking at buying a tablet at the moment having flogged my Nexus 9 for profit and the lack of this feature would make me look at Samsung Tab S2 or a Ipad over a Pixel C.

PIP is usually talked about as a feature of some televisions and Samsung refers to its multitasking capability as Multi Window--a term they apparently trade marked. So to talk about PIP when you mean multi-window, or movable windows is mildly confusing--not to mention that Samsung more or less did away with movable windows by the time the Note 2014 was birthed.

I would define a difference between PIP and moveable/resizeable windows as a border-less window. According to this article, Android N may have "Freeform" windows as well as split-screen. The article also mentions PIP but again, it talks about it as a part of Nexus Player TV, I've also seen it mentioned as a feature of Android TV.
