Do you get any error messages when starting it up? Maybe an app is 'stuck' and has control of the camera/flash. Also, if the battery is low, the flash will not engage (you should still get an error message stating so, however). Have you tried booting the device into Safe Mode and see if it fails there? If it does, then it might be hardware-related and would need to be repaired (camera sensor, connector, etc.)
