Why the encoded date and uploaded date is different?

I downloaded 2 videos from a social media. The first video shows the exact time when it was uploaded in the encoded date and time. But another one shows the time when the video was actually recorded in the encoded date and time.

The first video was uploaded at 9:41 UTC. The metadata...

After downloading, in the details option of my phone shows the downloaded time of the first video, but the 2nd video shows the time when it was recorded. My question is why there is such difference?

Obviously you looked so it must matter to you but...?

Anyway, the meta data saved to a file can vary based on device and/or app/program used to capture the file. Some of that information is also determined by the person capturing the file as well as where it was uploaded. So if an astute person captured a video and they had created account information their name might show up as the creator vs someone just pulling a device off the shelf. They may have also gone into the settings and consented to having the creation date added or opted for other information to be included or excluded. The platform where the file is uploaded may add to the meta data. So if a file was uploaded at TMI.com it might tag it with an upload date and time essentially copyrighting it on the site. Let's say that file is downloaded and reuploaded to OMG.com, OMG doesn't care about upload dates and times so no information is updated or changed. These are reasons why two files might have different information but we know very little about your case.

Are both files from the same user?

Is this social platform that you downloaded from the original platform both files were uploaded to?

Do they drink green tea in China? Asking for a friend.

Just looking at the data you provided shows the two files have a lot of different file format information. One is baseline and the other high. One says yes to CABAC and the other no. File formatting will change the amount and types of data collected.

Yes those 2 files are uploaded by the same user, on the same social media platform. My suspicion is was those 2 files are coming from the same phone, along with the 3rd file I mentioned just now? Or there're shared or edited? Or the difference is just a matter of settings? And how CABAC info and format profile are responsible for this?
 
The first and third files appear to have been captured or edited by the same program based on the file naming system. The second one was captured or edited someplace else. Even the two similar ones have differences. If you look at the end of each of them it looks like settings were changed for at least the last few audio settings.

Not that your question is dumb but I do wonder why you've taken an interest in this and why it matters? The only thing I can imagine these dates might help with would be to establish copyright. At this point one can't even say that this is the first place they were uploaded and aside from the content, which is unknown to us, there's no way of saying that this is even the original creator.
