The problem is that the phone doesn't distinguish between domestic and international data roaming. I've seen that notification when roaming on extended networks sometimes. As long as you're not near a border you can enable data roaming.
It can get dicey though when in places like the US VI, PR where data roaming is included in the domestic data package but not necessarily voice and near the Canadian and Mexican borders where you can roam inadvertently on foreign networks.

Well, I live in the northern VA area near DC. And I've always been here since I got the phone a week ago. I should call Verizon to see what's going on.
