Why is the RUU so much bigger?

Just guessing, but, since RUUs are "destructive updates" (i.e. complete wipe), the RUU probably included a lot of files that were unchanged and did not need to be included in the OTA (which is non-destructive).

Come to think of it, I'd also imagine that it has a fair amount of RUU flashing specific files there that are not included in the OTA.
