Why when I set auto adjust brightness to OFF is it constantly turning itself on?

I've set the brightness on my phone to exactly where I want it. I've turned the Auto adjust brightness setting to OFF. Yet multiple times a day it will automatically turn on. After the most recent update, this has been occurring and is driving me crazy. I want this OFF. How can it set this permanently?
