Why won't my contacts sync?

I just got a new Samsung Galaxy S4 to replace my old one which broke, and I went through the setup process and then when the setup wizard asked my if I wanted to sync all of my info from my previous phone I said yes.
When the process was complete I had none of my contacts or apps or anything, and I even put my old SIM and SD cards into the phone. And when I go into contacts->settings->import contacts there is no option to import from the SIM card, what am I doing/did I do wrong?
 
Welcome to Android Central! Where were the contacts on the old phone saved to? Your Google account? The local Phone account? If they were saved to the Google account, then they should sync automatically once you log in with the same Google account (which is why I always recommend doing it this way, rather than saving contacts to the local Phone account, which doesn't sync with anything).
