Why won't my files stay deleted?

I've tried deleting files (Photos, Videos, Folders) using a few different methods. I tried the Gallery App for deleting photos. My Files App for deleting photos and videos. Also connected via USB to laptop to delete files. All of these methods have always worked before. But now, all deleted files reappear after a few minutes of being deleted.

Why are the files coming back after they've been deleted using any of these methods? I even made sure that my GOOGLE+ wasn't syncing between devices or anything like that.

Did you ever find a solution? I record movies/tv and move to my Note 3 to watch later. It has always worked beautifully until now. Not only do the files reappear after I delete them (deleted through my phone and or by using my computer) but the exact opposite is also happening. When I copy files over to the phone to watch, Windows Explorer shows them as being on the phone (and I see them when I look at the my phone directly), but soon thereafter, they disappear. I've tried numerous things, and I'm terribly frustrated! I'm not doing anything different than I've always done.
