why wont my galexy s4 let me eneable wifi

everytime I scroll down to see my wifi, Bluetooth, ec: when I try to turn on the wifi it just stays a light/dim green it is very irritating and ive reset the phone 4 time on factory settings, ive looked up youtube videos and any and all research that I can find and nothing has helped someone please help

Welcome to Android Central! Does that persist in Safe Mode (see steps at the bottom of this article: http://support.t-mobile.com/docs/DOC-5744)? If so, then maybe there's a loose connection somewhere. This video suggests one possible fix:
