Why won't my gallery let me move photos or create a new album?

[Android Central Question]

For some reason when I go to my gallery, it will not let me move photos to a new album or create a new album or anything when I click the thing at the top where you go to do that after I've already selected the specific photots, nothing is able to be highlighted its all faded out so it's not able to be clicked. I don't know what happened to where it won't let me create a new album, move a photo, or anything.
