Why wont my mobile hotspot work

I have an unlocked at&t phone. The mobile hotspot works well when I use their Sim but when I use another carriers Sim the mobile hotspot will come on at all. Can someone help me with this? Why will it not work and what just I do to get it right?

Mobile hotspot isn't always an automatically included function with every carrier. You might need to actually request it from those other carriers, and some of them will charge an extra fee. Log into your account on those other cellular carriers and check if you need to actually enable hotspotting/tethering or if you need to pay extra for it.
