Why won't my notification bar hide in fullscreen mode?

I have a Moto Supra and after the recent update my notification bar doesn't hide anymore in certain apps and it won't pull down in others. My navigation buttons are also constantly on screen. Anyone else having this issue?

A specific example is in the YouTube app when I go full screen my bar turns white and cuts off the top of the video. It's quite annoying.

Should be a in settings if you had the option before , check under display .
