Why won't my notifications panel slide down on my Tab 4?

[AC Question]

Hi, I have a Samsung galaxy tab 4. I recently had to wipe it because I was stuck in kids mode. I restored it with all my data and now my notifications panel wont slide down and the touchscreen button that shows all your current apps won't work. What should I do?
