Why won't my notifications stay turned off?

why wont my notifications stay turned off?

Samsung galaxy s4 android 5.0.1
i turn some apps notifications off (because they spam me) and whenever i restart my phone. most of them decide to turn notifications back on. is there a way to permanently stop this from happening?
Also is there a way to show your next alarm time on the lock screen as it is annoying having to go into the clock app everynight just to make sure that that my alarms are set for the morning?

Welcome to Android Central! How are you turning off the notifications? Are you opening each app and going their respective settings to turn them off, or are you going to the App Manager, selecting the app, and unchecking the Show Notifications box?
