why wont my samsung galaxy s5 mini turn on?

I bought a new samsung galaxy s 5 mini a few months ago and it was working fine however after a few weeks i had the phone disconnected because i was changing service providers. Last week when i tried to turn the phone on it refused, i thought it might be out of battery from the lack there of use it had for a month however the phone does not charge either. i'm at a loss as to how to resolve this problem.

Welcome to Android Central! If the battery drained to zero, causing the phone to shut off, and then the phone sat around without being charged for a full month, it probably fully discharged to true zero, which is death for a lithium battery. Try a new battery.
