Why won't my Samsung S3 Mini turn on?

Samsung S3 Mini won't turn on

So I bought I used Samsung S3 Mini. It was dead when I got it so I plugged in the charger. At first it has the loading circle thing and then went to a battery with a blue triangle with a line through it. I took out the battery and put it back in and now it did the loading circle thing and it's on a picture of a green batter with the loading circles moving. But the thing is it's been like that for a while and won't turn on. The green battery won't increase either (I don't know if it's suppose to)
Ps. This is my first android/Samsung phone so I'm not sure of how it works. I'm just trying it out

Welcome Android Central.

There are various things that might be wrong, but check first that the USB lead is good - try another if you have one - and that the USB port is clean and undamaged.
