Do you have any screen-dimming apps installed? These sometimes also affect the capacitative button backlights. Does a reboot help? If not, you could try booting into Recovery and wiping the cache partition, which won't erase any personal data. Reset: Samsung Galaxy Note II | T-Mobile Support
