Chrome used to automatically hide the address bar when I scrolled down on a website, and show it again when I scrolled up.
This is useful on a small screen.
Unfortunately, it no longer does this. Well. it no longer does this for me, the main user (owner) of the phone. It still does this on a second user on the same phone.
This problem has been happening for several months already.
An example of where the address bar correctly hides:

I tried uninstalling all Chrome updates and then reinstalling them.
I tried force-stop and then clearing the entire storage for Chrome.
Neither of those worked.
How can I fix this, please?
Extra information:
The phone is a Pixel 2 XL, Android 9, fully updated (unrooted).
Current Chrome version 71.0.3578.99
