What would make cookies icon pop up blocked if not blocked in Chrome settings?

Cookies don't pop up, they're little text files that get stored so Chrome can find them next time you go to that site. (It's how things like "remember me" work.)

If you're getting a popup, it's an ad or something malicious (or the site is written with popups, which it shouldn't be - this is 2015, not 1998).
