why would my Samsung Active 5 not keep time correctly?

My Samsung is currently 30 minutes fast and I have tried shutting it down and removing battery to reset.

Welcome to Android Central! Go to Settings>Date & Time. Are Automatic Network Time & Date and Automatic Network Time Zone turned on? If so, what time zone does it think it's in?

In 32 days, my S5 active is 2-3 mins ahead, if left not corrected by the network time. So this phone does run fast inately, albeit not much. Since the network assisted correction is available, the point is really moot.
