Is this just a better band 4 LTE or will it be another band that operates along side the current band that tmo uses? Link and reading material would be highly appreciated.

Same band, just better utilized. Devices that can make full use of 20+20 wide band wide band are Category 4 ( GS4 and GN3 come to mind.)

Edit: LG G2 is Category 4. GS4 is not. Source.

S4 is a category 3 device. Category 3 devices are limited to 100mbps. Other than in speed tests, you won't see much difference in performance between category 3 and category 4

Just to add this is strictly b4. If the deal with Verizon goes through for b12,then tmobile would be able to use carrier aggregation on both bands to get 200mbps. Keep in mind no current phone supports 200mbps,so you would have to wait for a cat 5 device which supports speeds up to 300mbps.

Also, the backhaul could be a limitation. Verizon has 150mbps backhaul, and since they divide it between b13 and b4,they effectively limit b4 to 80-100mbps even though 20x20mhz can deliver more. I am not sure what Tmobile's backhaul is, but if it is also 150mbps then they would need to upgrade the backhaul before deploying carrier aggregation, if they choose to go that route.
