Even when turned off, the battery monitor (both stock and BA Battery) show that WiFi is still on and using power. It seems that when it is toggled on or off, it briefly shows that it is off in the battery monitors, but immediately begins to use power again.
Has anyone else experienced this, or figured out how to resolve this issue?
EDIT: It seems this issue is caused by Smart Actions. Even though wifi is not required for location triggers now, it still seems to use wifi even though it is off (our at least part of the process that reports to the battery monitor). Disabling location triggers fixed this right away...and enabling them brought the issue right back.
Note: This occurred before a factory reset, and still continues even after one.
