wifi,MAC,bluetooth setting are gone

I have a Mica 8" with ARM Cortex-TM-A8 processor. My wifi, ethernet, bluetooth and MAC settings just disappeared. Needless to say no internet. What happened and what can I do to restore those above settings? It has Android 2.3.1 and I would like to also upgrade to ICS(Android 4.0) but don't know how. Please HELP!....Thank you for your time and effort.

Restore your device to defaults with the 'Factory Reset'. For update, the notification must be sent by the device manufacturer.
