Wifi problem

I have an Galaxy s4, I had to switch to another phone because the wifi and Bluetooth option stopped working. I would attempt to turn it on but it would just turn off. Any way to fix it?

I've been having that problem with Bluetooth. restarting the phone allows it to work but doesn't fix the problem
