Wifi refuses to stay off!

I have turned off wifi, I have unchecked "notify when networks are available", yes while wifi was on. Have looked for force stop. Nothing is working. Not a big deal until service bounces back and forth between data and wifi slowing it down. I have unlimited I don't need wifi. LG Harmony.

Check General > Smart Settings > Home and see if WiFi is enabled automatically. Turn that off. Check Settings > Networks > WiFi > Advanced WiFi and disable the auto WiFi connect settings. Check your carrier apps like MyAT&T and other apps to make sure they aren't doing it.
