Wifi Slow/No IP Address on S10e, fine on laptop

I have moved into a new house that has wifi from the landlord. I've connected fine with my laptop, using the given password, and have had fast internet as expected. My S10e however has had issues with it. I cannot connect by just entering the password, as that gives the error that "Failed to obtain IP address". I've gone through connecting with a static IP, and when I enter one as prompted I am allowed to connect. However, once connected, the internet is VASTLY slower than my laptop, usually with under 3 MB download speeds, literally unusable on my phone.
No idea what can fix this, and can't find the problem anywhere else.
I have reset playstore services cache, changed phone name.
I have not reset the router, nor checked for MAC filtered devices.

Welcome to Android Central! Do you know if the network has both 2.4 and 5 GHz bands? Can you ask the landlord to reboot the router?
 
I would try on another router just to rule out whether or not it is your device. Also how strong is the wifi signal and how far are you from the router? I know it works with your laptop but just want to make sure you're getting a good signal to the device.
 
While we are checking things, check the router's DHCP settings to see if there is a limit to the number of active devices it allows. Normally the default is no limit, but by putting a limit on it you can get a marginal security boost.
