WiFi slow/off with Data turned on

This was happening before the latest OTA update but after the Xmas Eve update was installed.
I usually keep both data and WiFi turned on as I am frequently on and off the property. When I move out of my network's range, 3G or 4G kicks in and I'm back on the air. Then, when I'm back within range, the WiFi overrides Data and I'm automatically connected to my router. Recently, when on WiFi, I've noticed things like apps that use Google Maps such as Rain Alarm or Compass with Maps, won't render the map quickly like they did before. Or in the Play Store, pics won't appear and downloading/updating won't initiate until I turn off Data - even though I'm not using Data as the connection. I never had to do this before. As soon as I turn off Data, the maps, pics and downloads all appear and initiate immediately. Now, I was fooling around in the test menu (*#*#4636#*#*) around the same time this problem occurred so I may have clicked something I shouldn't have. But, my wife has the same phone, same setup but I hadn't changed hers. Upon checking her settings in that menu, they were the same as mine so I don't think that is that problem.

Has anyone seen this behavior before?
 
Make sure to disable the new WiFi setting, "avoid poor connections". I would also forget the connection and then reconnect. Refreshing that can help too.

I've tried both suggestions with no luck. It's weird because I'll be connected to my WiFi network and try going to the Google Play Store or really anything that requires data transfer. The page will come up but all the pics/placeholders are blank. I'll wait a few seconds and turn off that data via PowerToggles and the pictures and/or website will immediately load. Same thing with any app that uses Google Maps. The map will not load with both WiFi and Data on (connected to WiFi) but as soon as I turn off Data, the map loads instantly. If I'm away from my home network and actually using the Data connection, it works as it should. It's like the Data connection is interfering with the WiFi connection even though it's not connected at the time. I'm about to do a FDR but really don't want to as I did it once already after the Xmas Eve update and it's a pain.
