wifi turning on by itself

I have 2 D2G, One has only factory apps other has many apps added. Both phones the wifi gets turned on by itself.What I want to know is, what info can be gathered from an phone over wifi and could this be an attempt by someone to be hacking into our phones? Have been having internet problems for a few months on land line and with pc's and am wondering if this is some how all connected? Any one have any suggestions?
