WiFi w/o Network Connection

in an area without cell service but have a strong WiFi connection. My Ipad connects easily to the WiFi; however, the HTC One won't connect. Similarly, my wife's S4 won't connect either. Does ATT require a network connection before the phone will connect to WiFi?

This sounds like a problem with the router. You might want to restart that first. I doubt AT&T would limit the WiFi connectivity.

I have AT&T and there is no problem connecting the One to either my home or work WiFI without a SIM.
