Will Not Wipe

I have a rooted S3. I have installed the JellyBomb Jellybean leak and it's working reasonably well. I have had some little quirks. I don't think it has anything to do with the ROM, just that I haven't done everything quite right or messed with some things I souldn't have. So I decided to wipe everything and start clean. Using the Teamwin recovery I've done factory reset and reset caches. I re-install the ROM and it just doesn't look right, but it says everything is a success. Reboot and NOTHING has changed. It is exactly the way it was as if I had done nothing at all. All apps are there, contacts, wallpaper, everything. I'm finding this very strange. Any thoughts? Suggestions?
 
Not very familiar with TWRP, but they all should be the same as CWM.

Did you wipe cache, dalvik cache and wipe data? i think you are missing wipe data because that should do the trick...
 
Yes. Wiped Cache, Dalvik Cache, System, and did Factory Reset. I have copied all back-ups off of phone and am considering wiping internal storage, and formatting data. I shouldn't have to do that tho, and don't want to.
 
Haha! OK figured it out. Somehow TWRP settings got changed and all actions were being "simulated". Don't know how it happened, but restored default settings and everything is working again. Thank you for your time. I feel like an idiot :)

Never format data on twrp. Period...

Your apps, contacts, wallpaper are all restored through Google when you reboot even if you do a wipe data/factory reset. The data will be gone from your apps, however. You will probably have to re-enter passwords and other similar information unless you restore your data from your Nandroid bu or TB.

Unless you don't do your backup that way, I only do contacts, the rest I do through tib or manually
