There is a mod over on XDA that is supposed to allow this on rooted phones. I have no personal knowledge of it, and I'm sure it hasn't yet been tested on the S4. So the answer is a qualified maybe.

There is a mod that will allow you to make the microSD card act as the internal memory and the internal as the external memory. The issue with this is it doesn't address the failure of Samsung or US Carriers to provide a device with sufficient memory out of the box. Today 32GB MUST be the norm, not the exception.

Short answer yes. And it should also allow us to get rid of some of the bloat. Unfortunately our phones have a locked bootloader. Thanks a lot At&t
