Will the phone automatically 'activate' as soon as it is turned on?

So I want to play around and get apps, contacts, sms data, etc moved over to my new phone (and wait for my screen protector, etc) before deactivating my old phone.

When I charged and turned on my turbo for the first time, it started activating. I just turned it off. Is there anyway to prevent this or just access the phone before activating the cell signal - just using wifi to setup the new phone?

I know this my sound stupid to some of you, but this is only my second smartphone, I currently have a galaxy nexus.

Pop out the SIM card and then boot. Its under the volume rocker.
