Won't allow me to give new apps "permissions" & unwanted icon won't go away

I have an LG K10; approx a year old and two new issues arose with it today.

It won't allow me to grant any permissions to apps. For example: after downloading a new app, when I first open it and it asks for the initial permissions such as: accessing contacts, photos, etc.. it won't let me choose the "ALLOW," option....the window will only close if I press "deny," but then the app won't let me go any further or access/use it any more than that....and when I try to select "allow," nothing happens; the window won't close, nothing changes, it doesn't progress any further and it doesn't matter how long I wait or how many times I try.

This little pop up chathead thing, that I'm attaching a picture of (you'll see it in both of the pictures​, actually... since it NEVER GOES AWAY!), floats around my screen, overlaying everything I do; it won't go away. I think it may belong to an app I downloaded yesterday (since that's when it popped up). The purpose of the app was to read my texts and whatever else to me but I must've uninstalled the app since yesterday because I can't seem to find it/whatever app this belongs to... so nothing happens when I press it; it's useless and yet there's literally no way for me to get rid of it because it's been impossible to find it's source.....

HELP!!!

Welcome to the forums. Go to the accessibility settings and search for an option called 'select to speak'. Disable it, restart your phone and see if the problem persists.
