Won't stop turning off Wifi when "unstable"

My Note 3 is calling my Wifi connection unstable, even though the connection seems fine. But that isn't the problem, the problem is that I tapped "okay" on a popup that came up when I tapped the notification about the unstable connection, and it enabled some setting that makes the phone switch to mobile data when the wifi connection is unstable. Now it won't let me connect to wifi and I can't find the setting to turn this off.

I had that problem yesterday with my home WIFI. I fixed it by clicking on the WIFI name and clicking "forget" and then signing back in. So far no problems since.
 
Try going into settings>wifi>advanced and Turn off auto network switching.

Sigh, that fixed it. This is the problem with the retarded menu button. You never know if there are any options to access. It's hidden. Utterly retarded.
 
It's a bug for android 4.3. I get it on my phone and just clear it from my notifications, because I know my wifi connection isn't unstable.
