Won't sync on wifi unless in use.

So I feel like I'm having a slightly unique issue. Otherwise I'm just clueless and missed a setting somewhere. It appears that my device will not sync while connected to my home wifi unless I am actually using the phone. I use a app to message certain people and I will not get a notification when they send me messages until I check my phone (I go hours without checking my phone at times crazy I know haha). However when looking at the message it will say that it was sent 20,40, 120 minutes ago. At first I thought it was just the app but this last time I got 2 snapchats, a facebook event invite, and two app based messages all at the same time that were sent over an hour ago.

What seems to be causing this? Is there some setting somewhere that I missed? I have AT&T U-Verse is that causing an issue?
 
Not just for the sake of bumping my old post, but look through it and find the screenshot I posted several posts in, and see if this problem I am having is similar or the same as what you are having.

I have sent my S5 back to Samsung for repair of a broken camera lens so I do not have the phone in front of me, but I assure you that before I sent it back I was still having this problem.

Unfortunately, I do not have a lot of wifi hotspots in which I was able to test the phone out, but on 4G it worked exactly as expected.

I have Time Warner for my ISP, I do not use their provided wireless router but rather my own Linksys E4200 with the most up to date firmware and have no other wireless related issues with MANY wifi devices in my home.
