AT&T Galaxy S8 Won't update software past Android 7.0?

I have a Galaxy S8 from AT&T, and the software version it shows is Android 7.0. When I try to do a software update it tells me "Software is up to date." I have tried all troubleshooting steps, but have come up short. Here's some detailed info to potentially help narrow down the issue:

Model Number SM-G950U
Android Version 7.0
Samsung Experience version 8.1
Android security patch level December 1, 2017
Baseband version G950USQS2BQL1

My most recent attempt to update software was to download SmartSwitch to my computer, connected the phone, and it also is saying that "Your device software is up to date: QL1 (ATT).

Is there anything else I can try? Is this in fact the most recent available software for my phone (doubtful), or is there any way to sideload an update, and where would I get that software?
 
Hi, can download samfirm and frija tool see what firmware available and flash in Odin
 
The S7 upgraded to Android 8 and the S9 to Android 10 I think. So the S8 should go to Android 9. So you are 2 versions behind. I would follow Mustang's advice.
