Would you buy an unused certified like new...

I am going to try again with another nexus. The first one I bought was brand new unused, and was not useable due to the signal issue. I really want the phone, just need to find one that works reliably. I found one on craigslist that is a certified like new replacement, never used. Would you buy one? I have ready and heard many horror stories about them. Thanks for the thoughts/input.
