Xiaomi Mi4i screen broken and USB debugging is OFF, what can I do?

Hi,
My Xiaomi Mi4i mobile screen is broken from bottom half of phone and I am not able to select settings--> USB debugging ON which every software need to connect the phone with PC for remote control. I am new to androicentral hence if there is any solution in other thread already - please help me with the link. or if not, please help with the answer - is there any way to enable USB debugging ON when your screen is broken?

I installed ADB and fastboot but while running adb shell. got the error:
adb server version (32) doesn't match this client (35); killing...
* daemon started successfully *
error: no devices/emulators found
C:\Program Files (x86)\Minimal ADB and Fastboot>

While retrying after killing old adb.exe running; I got this:
C:\Program Files (x86)\Minimal ADB and Fastboot>adb shell
* daemon not running. starting it now on port 5037 *
* daemon started successfully *
error: no devices/emulators found
C:\Program Files (x86)\Minimal ADB and Fastboot>

My device is connected with USB to PC already

I installed android SDK also if that would be needed for anything to help on this.
I am not an android programmer so appreciate if there is any better solution than rooting/flashing the phone etc.
