On my M8, I take a Zoe, view it in Gallery and can't tell the difference between it and the standard camera picture. I thought it was supposed to animate or show several frames or something. Seem to recall that on my M7.

What am I missing?

if you just press like taking a picture, it will take a picture. However, if you press and hold briefly, it will record a 3 second clip. You also have the option of pressing and holding until it locks, then it will record video until you press again.
It comes in handy if you want to do Zoe videos by having multiple clips, etc.
Also, with a zoe clip, (multiple pictures), you can apply some other editing effects like object removal, create gifs, etc.

OK, thanks. That's what I didn't know.

Holding down the zoe button allows u to go through and select individual frames from the video. So u can go through and same individual pics from the video.
