ZTE BLADE X ( Z983 )..7.1.1 Screen times out in seconds when using

I bought a brand new blade from the store and for the life of me I cannot get it to stop timing out the screen in 3 seconds, even when using it.

I have done factory reset, tried every time setting for the time out via settings and no difference.

I'm at a loss, should I just exchange for another or am I missing something ?
