Cannot Factory Reset Phone

So I have an Incredible I'm trying to sell. Completely stock, unrooted, un-tampered with. I updated it to the latest Verizon update and tried to factory reset the phone through the settings but it keeps getting me stuck in a reboot loop. I've tried going into HBoot but if I try to click on recovery or factory reset it just goes into restart loop again. I was finally able to get back to the actual home screen of the phone by waiting like 10 minutes to try to turn it back on and installed a cache cleaner app. When I tried to delete SMS and some other files through the app, again restart loop. next time I tried to go delete SMS threads manually from messages app. Was able to delete 1 thread but when I selected multiple threads to delete, restart loop again. Wtf gives lol. There's no SD card in the phone, I tried with one in just in case but same results. Thanks.

Well I deleted all the apps, was able to delete all the message threads, and factory reset in hboot worked after that
