Rooted Droid Incredible SLOW 3G speeds

I don't know if it's my area or my rooted custom mod (used revoked3 with clockwork mod) that's slowing down my speeds but I have been getting .25 Mbps download and .88 upload for the past week. I have not been able to get any faster. Is it possible that the new Verizon LTE network is slowing down the current 3G signal. I've only have this phone for about a month and a half and have been rooted for a couple weeks when the new revoked3 came out. I tether my laptop with my phone and it's absolutely slow.

Can someone explain??

Edit: Actually, I have been getting these speeds since I got the phone not just for the past week.

Using speed test my average tends to be around .50 to .60.

Other then rooting - what else did you mod?

You may have a faulty device. Unroot it and take it into the Verizon store.
