Multiple Carriers and Developers ability to share?

If the next Nexus is released to all carriers and is truly bloat-free and pure android, the developer support should definately be there.

If a great rom or developer hack is created for the CDMA Verizon version of the phone, is it normally easy to port or share that work with other developers that may have a Sprint (CDMA) phone, or AT&T/TMobile phone?

I am assuming the bootloaders will be easily able to be unlocked for all phones and that the various carriers are just a dumb pipe that provides data to the phone like gas for a car to run.

I'm assuming that they don't have to change the bulk of the ROM and might just need to provide a different set of code for the different radios/frequencies.

It is no different than a GSM Sense rom vs. an LTE vs. a CDMA.

There are massive changes in libaries, framework, and radios.
